The Rocklin Public Safety Volunteers, Inc. Board

 

Chief Ron Lawrence has been a law enforcement officer since March of 1990.  Before being appointed to Chief of Police, he served as a police captain at Rocklin PD commanding the Support Services Division with management oversight of the Professional Standards Unit, Criminal Investigations/Detectives, Youth Services/School Resource Officers, Records Unit, Communications/9-1-1 Center, Crime Prevention Unit and the Volunteer Program.  Chief Lawrence has experience with a variety of law enforcement agencies from throughout Northern California, having promoted up through the ranks.  Prior to working in Rocklin he served as a police lieutenant in the Palo Alto P.D., a sergeant & police officer with West Sacramento P.D., a police officer with Lincoln P.D. and a deputy sheriff with the Placer County Sheriff’s Department.  Chief Lawrence has held numerous assignments throughout his career including patrol officer, field training officer, motorcycle/traffic officer, street-crimes/vice, internal affairs investigator, personnel & training and many others.  He holds a Bachelor of Arts Degree in Criminal Justice from the Union Institute & University and a Master of Arts Degree in Leadership from Saint Mary’s College.  Chief Lawrence attended the F.B.I. National Academy (Session 230) in Quantico, Virginia, and he is a graduate of the California Peace Officer Standards & Training (P.O.S.T.) Command College, Class 47.  He currently serves on the Executive Board of Directors for PEACE for Families as Vice President, a non-profit serving Placer County’s sexual assault and domestic violence center.He is a proud father of his 18-year-old son, Eddie, and lives in Rocklin where he is happily married to his wife Jennifer and enjoys spending time with his stepchildren, Taylor, Jake and Zach.

 

Chief Summers  is the Fire Chief for the City of Rocklin Fire Department.  He has been with the Rocklin Fire Department since 1986 and has more than 30 years of fire service experience in various capacities. Chief Summers has a Bachelor of Science Degree from California State University Long Beach, an Associate of Arts Degree in Fire Technology and Liberal Arts, and is a California State Certified Chief Officer.

 

Rebecca Kanowsky (President)  Southern California is my original home base but I loved Sacramento as soon as I arrived in 1970.  I have three daughters, four grandchildren and one great-granddaughter keeping me busy.  When time allows I enjoy theater, socializing and living in Springfield at Whitney Oaks which is an adult community with lots of action.I spent many years in the furniture business working for manufacturers and selling to the retail stores while traveling the country.  It was a great career with many good friends.  I always had some type of volunteer job.  It was great because no one ever asked me about a couch.  When I retired I knew the Rocklin Police Department would be my home.  With 120 volunteers we are in every department of both police and fire.  It’s rewarding and everyone is grateful – what more could I want?

 

 Kathy_Smith_sml  Kathryn Smith (Vice-President) I am the third generation to be born and raised in San Francisco. I have been married to my husband for thirty five years. We have four children between us, four grandsons and two granddaughters. I enjoy reading and gardening in my spare time. We live in Springfield which is a adult living community. I am a Red –Hatter and have been with the Rocklin P. D. volunteer program since 2004. Being a volunteer has allowed one to meet many new friends and give back to my community.
Michael Nottoliis the Crime Prevention and Volunteer Coordinator for the Rocklin Police Department.  Michael has worked for the City of Rocklin since May of 2002, and is responsible for crime prevention, community education, and managing 120 Rocklin Police and Fire Volunteers.Michael holds a Masters Degree in Public Administration and a Bachelors Degree in Criminal Justice from San Jose State University.  Michael is married, has one son, and enjoys astronomy, amateur radio, martial arts, and exercising in his spare time.  He also teaches civilian self-defense courses at Sierra College, and arrest control, self-defense and baton classes for the Koga Institute, a private law enforcement training organization.  Michael has been in law enforcement for 29 years, and enjoys working with and serving the Rocklin community.  Prior to working in Rocklin, he worked as a Community Service Officer for the City of Saratoga for 2 years, a Crime Prevention Specialist for the Fremont Police Department for 12 years, and a police officer for the San Jose Police Department and the West Valley/Mission College District Police Department (sworn officer from 1983-1988).  You may contact him by telephone at (916) 625-5416 or by email at michael.nottoli@rocklin.ca.us .   Mary Bretting (Secretary) was born and raised in Sacramento. I moved to Huntington Beach upon marriage.  After eleven years in Southern California my husband and I moved to Rocklin to raise our two sons.  I enjoy traveling, camping, and hiking.  At home in my spare time I enjoy reading and gardening. Retiring from the mortgage industry in 2007 gave me time to volunteer so I joined the Rocklin Police Volunteer Program in 2008. Being a police volunteer  is a rewarding experience and it is a pleasure working with the many volunteers within the program.

 

Rick Smeaton (Treasurer)   Originally from Northern New Jersey and schooled in North Carolina (BSEE) I relocated from the Chicago area to Rocklin in 2000. I have three sons spread across the country and two grandchildren. In my spare time I pursue photography,  Tai Chi, exercise, Pickleball, amateur radio and cooking.  After retiring from technical sales I joined the Rocklin Police Department Volunteers in 2004 where I found great people and the satisfaction of giving back to the community.
