The Rocklin Public Safety Foundation, Inc. Board


The Rocklin Public Safety Foundation (RPSF) is a non-profit that exists to support and enhance the Police and Fire Departments in the City of Rocklin



Improving the quality of life for the residents of Rocklin, making the community a safer place to live, work and play through partnerships between the community and the Rocklin Police and Fire Departments.

Chief Ron Lawrence has been a law enforcement officer since March of 1990.  Before being appointed to Chief of Police, he served as a police captain at Rocklin PD commanding the Support Services Division with management oversight of the Professional Standards Unit, Criminal Investigations/Detectives, Youth Services/School Resource Officers, Records Unit, Communications/9-1-1 Center, Crime Prevention Unit and the Volunteer Program.  Chief Lawrence has experience with a variety of law enforcement agencies from throughout Northern California, having promoted up through the ranks.  Prior to working in Rocklin he served as a police lieutenant in the Palo Alto P.D., a sergeant & police officer with West Sacramento P.D., a police officer with Lincoln P.D. and a deputy sheriff with the Placer County Sheriff’s Department.  Chief Lawrence has held numerous assignments throughout his career including patrol officer, field training officer, motorcycle/traffic officer, street-crimes/vice, internal affairs investigator, personnel & training and many others.  He holds a Bachelor of Arts Degree in Criminal Justice from the Union Institute & University and a Master of Arts Degree in Leadership from Saint Mary’s College.  Chief Lawrence attended the F.B.I. National Academy (Session 230) in Quantico, Virginia, and he is a graduate of the California Peace Officer Standards & Training (P.O.S.T.) Command College, Class 47.  He currently serves on the Executive Board of Directors for PEACE for Families as Vice President, a non-profit serving Placer County’s sexual assault and domestic violence center.He is a proud father of his 18-year-old son, Eddie, and lives in Rocklin where he is happily married to his wife Jennifer and enjoys spending time with his stepchildren, Taylor, Jake and Zach.


Chief Summers  is the Fire Chief for the City of Rocklin Fire Department.  He has been with the Rocklin Fire Department since 1986 and has more than 30 years of fire service experience in various capacities. Chief Summers has a Bachelor of Science Degree from California State University Long Beach, an Associate of Arts Degree in Fire Technology and Liberal Arts, and is a California State Certified Chief Officer.


Rebecca Kanowsky (Past President)  Southern California is my original home base but I loved Sacramento as soon as I arrived in 1970.  I have three daughters, four grandchildren and one great-granddaughter keeping me busy.  When time allows I enjoy theater, socializing and living in Springfield at Whitney Oaks which is an adult community with lots of action.I spent many years in the furniture business working for manufacturers and selling to the retail stores while traveling the country.  It was a great career with many good friends.  I always had some type of volunteer job.  It was great because no one ever asked me about a couch.  When I retired I knew the Rocklin Police Department would be my home.  With 120 volunteers we are in every department of both police and fire.  It’s rewarding and everyone is grateful – what more could I want?


 RICH VALLONE (President)- Born, raised and educated in Southern California.  Graduated from CSULA with a BS in Industrial Psychology, worked in the Pharmaceutical Industry for 35 years, and retired in 2002.  Moved to the Bay Area in 1969 with my first promotion and lived in Saratoga for 30 years.  Married for 52 years (same wife) with two children (one of each) and six grandchildren.  After retiring sought something meaningful to do besides playing golf and tennis.  Joined the first Rocklin Volunteer Academy in 2002 and been here ever since.Volunteering is an avocation practiced my entire adult life.  It is not only rewarding but also fun to feel like you contributed to making your hometown a great place to live.  Rich Vallone


 John Monaco (Vice-President)- Born, raised, and educated in New York, John started his career at Hewlett-Packard in the Bay Area and has lived in the Roseville / Rocklin area for much of the past 30+ years.  With a Bachelor’s in Electronic Engineering Technology from Buffalo State College, John held various leadership roles in operations and senior-level company-wide program management at Hewlett-Packard, General Electric Medical Systems, Packard-Bell NEC, and Agilent Technologies. After leaving the corporate world, John founded a consulting practice, served two years on the Placer County Grand Jury including one year as foreperson, served as the Finance Chair and Board Member of the California Grand Jurors’ Association, and founded the Placer County Grand Jurors’ Association chapter.  In 2014, John founded Sierra Pro Aerial Imaging, LLC, a firm that provides aerial imaging services using unmanned aerial vehicles (UAV) (a.k.a. drones), and serves as its Chief Executive Officer and chief UAV operator. John graduated from the 2014 Rocklin Police and Fire Volunteer Training Academy and is the volunteer Administrative Section Director assisting the Rocklin Police and Fire Departments with its accreditation & operational readiness, volunteer recruiting, and volunteer academy. John enjoys technology including home automation, bringing his dog to dog parks, and exploring urban and rural environs with friends.  


Ted Rogers (Treasurer) was raised in San Francisco. Graduated in 1972 from California State University Sacramento with a BS in Biology and a minor in both Chemistry and Psychology. After receiving employment with the IRS he went back to CSUS and received an additional 16 units in Accounting and 8 units in Business and Law. He worked for 28 years in various positions with the IRS such as Tax Auditor, Appellate Conferee, Regional Analyst, Examination Division Branch Chief, Founding Chief of the Artificial Intelligence Lab, and Chief of the Research and Analysis Division to name a few. He also holds California Life Time Junior College Teaching Credentials for Tax Accounting. He taught Tax Accounting at Sierra Junior College for 4 years from 1976 – 1980 and served on the Sierra Junior College Business Advisory Board for two years from 1979 – 1980. He has been a Rocklin Police Volunteer since August 31, 2010, volunteering over 700 hours performing various tasks such as working the Front Desk in Records Division, conducting Live Scan fingerprints, performing weekly Patrol duties, deploying Radar Trailers, assisting with Child ID, conducting CPR classes, participating in Special Events, performing Home Security Inspections, and serving as Deputy Branch Chief for the “Traffic Unit Functions, Home and Business Security and Property and Evidence Branch”. Ted and his wife moved to Springfield Whitney Oaks, an active Adult Community here in Rocklin, in 2000, where he is an active member of the “Honey Do Volunteer Program.” He enjoys golf, bowling, and playing the Guitar and Ukelele.  I]Ted Rogers


Stu Lehman (secretary) After serving in the Navy, I spent over 40 years in the international sales and marketing arena of consumer products to virtually every channel of distribution.  The skills I have acquired working with people from all walks of life has proven a valuable asset that I have used as a foundation for getting things done through cooperation with people.I spent over 22 years with one company honing my skills and achieved the level of Vice President of Sales and Marketing – Western Region.  After ‘retiring’ the first time, I assisted a start-up company in the local area to establish a national network of sales representatives and helped design a broad product line.  After a year of success, I was lured away by a major company in the wine country as their National Sales Manager, with the specific goal of growing their business.For the past 8 years, I have been an active Rocklin Police and Fire Volunteer, enjoying weekly patrol with the same partner and have participated in many of the important events that make up the Police Department.  I am currently the Branch Director for Outside Special Events.  This position has been both exciting and frustrating at times, but with it all, we have enjoyed successful volunteer coverage in the following major events:  Run Rocklin; Patriot Day; Hot Chili-Cool Cars.  As a volunteer, I find that everything  I do here is rewarding and helps make this community a better place to live. Debra Leonard (Police and Fire) is a life-long resident of Rocklin as was my father and role model past Volunteer Fire Chief Vince Lopez.  I attended Rocklin Elementary, Parker Whitney and graduated from Oakmont High School.  While raising my two children, I worked for Parker Whitney Elementary School as a Teacher’s Assistant in both the Kindergarten and 3rd grades.  Once my children headed off to college, I returned to full time work at Liberty Mutual Insurance Company where I was a Customer Service Insurance Specialist in the personal sales market.  I love interacting with people and this certainly fits the bill.  I left Liberty Mutual after 10 years to enjoy retirement with my husband.  Not one to sit still, I started looking for ways to volunteer in Rocklin and became a Rocklin Police and Fire Volunteer in the fall of 2008. I help with Code Enforcement, weekly Citizen Patrol, Special Events and I am a certified safety seat inspector for the Buckle Up Baby program.  The volunteer program is very rewarding.  My “play” time is spent gardening, fishing, camping and loving on our Grandbabies.  Board Debi 1
Ken Broadway (Community Member) has been a Rocklin resident since 1998.  He graduated from the University of Nevada, Reno in 1989 with a BS in Business Administration and Criminal Justice. He has worked with the team at UPS for 28 years and during his time at UPS he completed his MBA in Marketing.  Ken currently serves as a Parks and Recreation Commissioner, Secretary and Board Member for the Rocklin Educational Excellence Foundation, coach for Rocklin Girls Fast Pitch Softball and the Rocklin Youth Soccer Clubs and Advisor to the Board of the Rocklin Girls Fast Pitch Softball League.  His involvement in the community includes participation on the Design Committee-City of Rocklin Softball Complex Lonetree Park from 2005 to 2007, Celebrity Chef at the annual Toast of the Town Fund Raiser since 2007 and a member of the City of Rocklin Park Maintenance Assessment Election Committee in 2009.  In addition to coaching youth sports, Ken enjoys golf, hiking and working on the restoration of a 1948 GMC pickup with his sons.  Ken Broadway
